The Presbytery is reminded that ruling elders who attend Presbytery meetings, either special or stated meetings, are "commissioners," not "representatives."  This is an intentional distinction made by our Constitution.  Ruling elders are not sent to Presbytery as representatives of their Sessions.  We believe that God, through the Holy Spirit, works in the hearts and minds of people as we meet together and as we prayerfully discern the will of God as we understand it.  Therefore, a Session must not select a ruling elder commissioner based upon her/his opinion about a particular issue being considered, nor is a Session allowed in any way to instruct a ruling elder commissioner how to vote on any issue.
